why does the language and writing in so many laws/bills suck and why does no one care? this bill made me think this. do legislators suck at writing? or are they all just dishonest shitbags?

It's because they don't give a fuck.
i believe that law makers have a vested interest in making laws non-transparent to hide their pork-barreling and to justify their own existence as a lawmaker with superior understanding of laws than laymen. kind of like why you would expect accountants to lobby for more complex tax laws. so I vote shitbags.
