I like the admin userlist but I think there should be one for normal users > guests or whatever. It could work like the topic listing which is that it limits the userlist to about 30 or so and then has a link to the next 30 users on the database.
why do you want users to have a user listing?
to easily see:
-who is registered
-how many people are registered
-it helps to know how popular the forum is
also it dosen't take that long to build and is not a lot of code.

I'm not a huge fan of userlists just because I don't use them that much, but an improved search feature where I could do something like see all threads made by a user would be really great :).
